INTRODUCTION 2019: Who can apply in paper form?

This year, on the basis of complete general secondary education, documents are accepted only in electronic form, except for the cases specified in the Admission Terms. What are the cases and who accept the applications personally?

• for admission for an interview, according to the results of entrance examinations on competitive subjects and / or quotas (entrants may also submit applications in electronic form, and then add the relevant documents);
• for repeated free education for budget funds;
• on top priority;
  in the presence of discrepancies in the data of the entrant in the Uniform base (surname, name, patronymic, date of birth, gender, citizenship, etc.) and in the certificate on the complete secondary education and the certificate of the EIT;
• if you are submitting a foreign education document;
• if the application is filed by a foreigner or stateless persons permanently residing in Ukraine;
• if your documents on full secondary education issued prior to the introduction of photopolymer technologies for their manufacture;
• if you submit an application after the termination of the work of the electronic cabinets, if the entrant has not registered the cabinet earlier;
• in order to calculate additional points for the winners of the Olympiads and prizewinners of the international competitions stipulated by the Terms;
• if it is impossible to register an electronic cabinet or to file an application in electronic form for other reasons, as confirmed by the certificate of the admissions committee of the institution of higher education.
